In advance, I gratefully thank the media for widely publishing a package of assessments and strategic recommendations about the critical need to update and modernize the Risk Weighing System as well as the Defense and Development of National Interests! In the following, I am strongly insisting on one of the pillars of essential weight in the success of the reform of the National Security System. More specifically, I recommend: "establishing an official mechanism to integrate all links of the system, agencies, capacities, rules of engagement as well as the culture of cooperation between the institutions responsible in this field"! This is because: In the last 30 years, the concept and structures/mechanisms of the National Security System have been designed, planned, directed and managed in a fragmented manner, that is, each institution or Agency separately, according to the scope of the mission, responsibilities and respective tasks.
Despite the efforts and Turkey Phone Number List improvements, in most cases there are still duplications, parallel structures, and especially "competition/competition and Ottoman approach" (between State Security Institutions and Agencies), not for the implementation of responsibilities but especially for maintaining mutual competences.To put it even more clearly, the efficiency of predicting and weighing threats, decision-making, especially operational skills in this field have been developed on a disintegrated concept, model and tradition. For a small country like ours, this (disintegrated) approach constitutes a heavy burden but also a very high cost.
Having said that, the time has come (if not passed) to build a concept, approach, mechanism/structure as well as integrated state measures. Beyond and including RSh, the global security order has been shaken by the frightening recycling of traditional wars, such as the case of neo-Nazi Russia-Putinist attack not only against the sovereignty of Ukraine, but also as a challenge to the global security order, cohesion, military power as and the geopolitical interests of the Transatlantic Alliance (NATO/USA/EU)! On the other hand, since more than the last 20 years, the world continues to face terrorist threats, cyber risks, natural disasters, pandemics, natural emergencies, financial crises, etc.
